REINSTATEMENT OF THE GCFO

THE CITY OF TSHWANE METROPOLITAN MUNICIPALITY

established in terms of Notice No. 6770, promulgated in the Provincial Gazette Extraordinary of 1
October 2000 in terms of section 12(1) read with section 14(2) of the Local Government: Municipal
Structures Act, 1998, as amended)

REINSTATEMENT OF THE GCFO

The City of Tshwane Metropolitan Municipality held a special Council meeting on 9 July 2026 where
Council considered the findings contained in the Final Forensic Investigation Report and the
independent legal opinion on the alleged misconduct against the City's Group Chief Financial Officer
(GFCO).

After thorough consideration of both the Final Forensic Investigation Report and the independent legal
opinion, Council concluded that the allegations were less serious and that the City should institute
disciplinary proceedings against the GCFO in terms of Regulation 5(6) of the Local Government:
Disciplinary Regulations for Senior Managers, 2010.

The disciplinary processes were implemented in compliance with Regulation 7(1-3) of the Local
Government: Disciplinary Regulations for Senior Managers and concluded on 21 July 2026 with the
final verdict being that of the issuance of a Final Written Warning to the GCFO.

The acceptance and signing of the Final Written Warning by the GCFO led to the reinstatement to his
position. This means that the GCFO is now officially back in the City.
