PRECAUTIONARY SUSPENSION OF THE GROUP CHIEF FINANCIAL OFFICER, MR. GARETH MNISI AND THE APPOINTMENT OF
MS. NTHABISENG MOKETE AS THE ACTING CHIEF FINANCIAL OFFICER

Noteholders are advised that the Municipal Council, after consideration of the allegations against its
Group Chief Financial Officer emanating from testimony before the Madlanga Commission of Inquiry
and the representations received from Mr Mnisi in response thereto, resolved on 15 April 2026 to place
Mr Mnisi on precautionary suspension pending the outcome of the investigation of these allegations.

Council's decision was taken to safeguard the integrity of the investigation process until its conclusion.

To ensure that there were no disruptions to the financial management of the City of Tshwane
Metropolitan Municipality, the Council further resolved to appoint Ms. Nthabiseng Mokete to act as
Group Chief Financial Officer from 15 April 2026 to 14 July 2026 for a period not exceeding 3 months..
